History

The Association of Greater Manchester Authorities has a Public Protection Partnership on which sit representatives from the public protection services within each Greater Manchester local authority, plus Warrington Council, Blackburn with Darwen Council and Greater Manchester Fire and Rescue Service.  One of the aims of the PPP is to reduce business burdens whilst simultaneously maintaining public safety and consumer protection.  Equally the local business community had declared a pressing need for advice and support to meet their regulatory requirements.

The approach taken to meet both the needs of businesses and regulators was to create a not-for profit, company that could provide access to training, support and guidance for businesses to help them comply more easily. The Company was set up as not for profit, but would be able to plough back any surpluses generated into the development of new services and support to businesses.

Manchester Solutions set up Business Regulation Solutions within its group of companies and Greater Manchester Fire and Rescue Service transferred all the commercial fire safety training activity from its Industrial and Commercial Training Unit to the new company. BRS started trading on 15 October 2007.

The Company was established in such a way so as to allow it to purchase the training and consultancy expertise of the officers employed within the local authorities and Greater Manchester Fire Service so that they can be utilised to deliver the services to businesses.  This approach benefits businesses as the officers are able to apply their practical experience and up to date knowledge on regulatory requirements for all sectors.
